Habitat for Humanity Hiring Program Director
The Program Director reports to the National Director and is responsible for achieving HFHT results via leadership across all program initiatives and upwardly with the senior management team and governance structures. This job will be in charge of the expansion and development of HFHT’s current programs in accordance with organizational standards and strategic objectives of providing low-income families with housing and supportive services. The Program Director will collaborate with HFHI’s Area Office, HFHT Senior Management Team, and board committees to define the organization’s mission and goals, prioritize appropriate projects, and devise strategies to implement multiple projects in accordance with Habitat for Humanity’s (HFH) mission, strategy, and theory of change, as well as to ensure compliance with the HFH Standards of Excellence (SOE).
The program Director will be in charge of finding and bringing on board funders, as well as building a resource mobilization and partnership structure to facilitate the raising of resources to fulfill HFH Tanzania’s 2024-29 Strategy and Business Plan targets.
The program Director is in charge of developing and supporting existing and new partnership engagements, such as identifying and building relationships with development partners and prospective collaborative partners on funding bids, preparing the organization, and developing constructive relationships with potential funders and internal and external stakeholders, including meeting stakeholders and funders on their own or with the national director.
Essential Duties and Responsibilities
Strategic leadership and representation
- Provide strategic and technical leadership for the program strategy’s design, development, planning, budgeting, and execution.
- Initiate, organize, and lead HFHT’s programming, ensuring that it meets HFH’s vision and goals while also advocating the creative working methods envisioned in its business strategy.
- Oversee and facilitate grant compliance and donor reporting for grant-funded programs.
- Participate completely in the yearly budget process, including program budgeting, supervision, and administration.
- Stay informed about and contribute to HFH’s worldwide efforts and trends.
- Provide internal thought leadership by developing, updating, and leading the implementation of HFHT’s vision and priorities.
- Represent HFHT at major external venues as appropriate or as assigned by ND.
Lead program development and delivery
- Ensure the delivery of the various programs with demonstrable impact and be accountable for overall program quality and learning.
- Overseeing the design of tools and processes for quarterly reflections that ensure the team is making progress against priorities and organizational outcomes.
- Convene regular Grant Review Meetings to maintain the alignment of program implementation and spending.
- Oversee the development of the programs and project improvement plans to ensure effective and timely implementation of the projects and programs.
- Build and develop an approach to program quality, knowledge production and dissemination.
- Ensure good levels of partner engagement in programming through meeting Partners’ needs in reporting, marketing, involvement in supporting the country’s strategy and making use of partner knowledge and subject expertise.
Resource mobilization and partnership Development:
- Develop a resource mobilization and partnership framework to enable raising of resources to implement HFH Tanzania’s 2024–29 Strategy and Business Plan goals.
- Work closely with the ND and program coordinators to identify opportunities for funding and access to different resources to ensure the financial sustainability of the country program.
- Coordinate and implement grant acquisition processes and build internal grant acquisition and management capacity
- Have strategic programmatic thinking and innovation to develop technically sound and innovative concept notes and proposal ideas
- Coordinate opportunities for the National Director and Board of Directors to meet with potential donors and partners.
- Ensure that Habitat for Humanity Tanzania has a pool of partners that supports its initiatives to create wider impact in affordable housing.
- Monitor and evaluate HFH Tanzania’s fundraising initiatives and outcomes and share reports with the Board of Directors, HFH Tanzania
- Correspond with donors, partners and potential partners, including sending out thank-you letters to donors and providing information as requested.
- Produce a quarterly newsletter for distribution to donors and partners.
People Management and Safeguarding
- Provide competent supervision and management to all direct subordinates, and lead the formation and operation of a strong, effective, and coordinated programming team.
- Manage the program team to deliver on the program plan, providing leadership and direction, and ensuring that team management adheres to HFHT’s HR rules and procedures.
- With AHRA’s assistance, I will manage the life cycle of persons on the program team from pre-recruitment to leave, including performance management methods and collaboration with HR on topics such as disciplinary actions.
- Determine the appropriate staff development and succession planning methods for direct reports.
- Create a team learning agenda that encourages deeper engagement and comprehension of insights and priorities, promotes team culture and cooperation, and meets team development requirements.
- Increase safeguarding awareness among project partners and guarantee the establishment and execution of effective and usable community feedback channels.
- Work collaboratively with AHRA to promote a safe, inclusive, and diverse workplace.
- Encourage open and honest discussions and comments on safeguarding with all stakeholders.
- Attend senior management team meetings.
- Authorize and approve requisitions and payments in accordance with the specified tasks under the HFHT Delegation of Authority.
- Carry out additional reasonable responsibilities as directed/delegated by the National Director and in accordance with the organization’s mission.
Minimum Required Qualifications:
- Advanced degree, ideally master’s level, in development, project management, urban planning, business management, or a similar discipline.
- Postgraduate education in financial management and project management assets.
Technical Skills and Experience:
- At least ten years of progressive experience in a comparable role, ideally within the INGO sector.
- Critical emphasis on providing exceptional service to managers and coworkers, as well as delivering agreed-upon outcomes on time and within budget.
- Proven experience in establishing and managing strategic relationships (private and public)
- Understanding of housing concerns in Tanzania, notably housing and development (technical expertise in certain housing sectors is advantageous).
- Capacity-building experiences include training and skill development.
- Demonstrated effectiveness in obtaining substantial contributions (Institutional Partnership) and managing donor/partner relationships, particularly with institutional donors.
- Demonstrated understanding of risk and financial management and oversaw compliance with organizational rules, grants, and important donor criteria.
- Proven expertise includes an in-depth grasp of establishing logical frameworks and change theory for large, multi-year initiatives, as well as directing teams in developing strategy and action plans.
- Excellent English language abilities (written, reading, and spoken).
- Superior analytic skills and writing abilities shown.
