West Central Diocese is one of the 28th Dioceses of the Evangelical Lutheran Church in Tanzania that was established on June 10, 2028. The Diocese is located in Tabora region, Tanzania, in the Eastern part of Africa. The vision of the ELCT WCD is a communal people rejoicing in love and peace; blessed socially, spiritually, physically, and economically, hoping to inherit eternal life through Jesus Christ. West Central Diocese is headed by the bishop who is elected among the serving Diocesan Pastors of the West Central Diocese. The management and leadership oversight are provided by the General Secretary assisted by four Heads of Departments including Mission and Evangelism, Social Services, Women and children services, Planning and Development and Finance and Administration.
The Diocese focuses on evangelism and preaching the Gospel of Jesus Christ, teaching, building community health, performing acts of compassion, strengthening the economy and keeping God’s creation for sustainable and holistic development.
PLANNING AND DEVELOPMENT OFFICER – 1 POSITION
Reporting to: The General Secretary

The Planning and Development Officer is responsible for the execution of the overall vision and goal for which the department was established by the Diocese. They will undertake the departmental roles as per the Diocesan Strategic Plan. They is responsible for coordinating the planning functions in the entire Diocese and providing an overall vision for the development of the Diocese and its institutions.
The Planning and Development Officer is answerable and accountable to the Diocesan General Secretary.
Required qualifications and experience:
- Holder of a Bachelor Degree in Development Planning and Policy Analysis, Project Management, Community Development or any other related field.
- Masters in Economics or Business Management will be an added advantage.
- At least 5 years of relevant working experience
- Previous experience in development and planning and managing and leading teams
- Leading Programming, Implementation and Monitoring for at least 3 years of experience will be added advantage.
- Knowledgeable and experience on fundrising.
- Computer skills in Microsoft word, Excel, PowerPoint and Internet.
- Age limit is 30 – 50
- Experience on working with Church institution.
- Fluency in English and Kiswahili.
Duties and Responsibilities
- Facilitate planning, coordination, follow-up, and evaluation of the overall Diocese Strategic Plan
- Facilitate the Diocese to attain her vision and mission statement through the implementation of the Overall Diocese Strategic Plan.
- Mobilize resources and coordinate fundraising for Diocesan work for executing Mission and Evangelism, development, advocacy, and humanitarian aid
- Guide, facilitate, and support constructive periodic PDD Council meetings
- Plan and organize capacity building for Diocesan staff for service delivery efficiency, continued growth, and sustainability.
- Facilitate institutional strengthening of systems and structures for effective delivery of services in the Diocese
- Coordinate designing, implementation and reporting of all projects/programmes in collaboration with other departments of the Diocese and other external stakeholders such as Government and other partners organizations working with the Diocese for timely and efficient delivery
- Receive Overall quarterly projects and programmes quarterly reports and consolidate them for presentation discussion and deliberation by the ELCT management
- Oversee planning, monitoring, Evaluation learning, and reporting of projects (PMER)in the entire
Diocese
- In Collaboration with Finance and Administration prepare overall Annual Plans and budget based on the overall Diocese Strategic Plan and present them to the Planning Council for scrutiny, approval, and submission to the Diocesan Executive Council
- Preparing reports on the status of implementation of Church Development programmes and projects and submit to the Diocesan PDD Council and Executive Council.
- In collaboration with the Finance and Administration Department identify new investment opportunities and programs for Diocese development and Coordinate, Maintain Monitor the Diocese real estate properties including land and buildings and other properties for timely maintenance
- In collaboration with ELCT Planning and Development, government, partners, and other relevant agencies coordinate Emergency Response and Disaster Mitigation for the Diocese to timely respond to support the affected communities
- Focal person between the Diocese and development partners and the ecumenical churches and their affiliated developmental projects and programs
- In collaboration with ELCT Planning and Development coordinates policy Analysis and advocacy on critical national and international agendas such as climate change, country’s unstainable debts for sustainable development
- Facilitate the development of new policies, and guidelines related to the Planning and development function in the Diocese
- In general, the Planning and Development Officer will Link/coordinate other departments in the Diocese
- Do any other duties as may be assigned to him/her by the General Secretary
