RTI Hiring Monitoring and Evaluation and GIS Offices
The USAID Tuhifadhi Maliasili Project, which RTI is presently carrying out, tackles factors that jeopardize habitat connectivity and Tanzania’s biodiversity’s long-term survival. In order to assist and enhance government and civil society capacity for biodiversity protection, this activity integrates a number of activities.
RTI is seeking a candidate for the USAID/Tuhifadhi Maliasili Activity role of Monitoring and Evaluation and GIS Officer. The job will be located in Tanzania’s Dar es Salaam.
Purpose of the position:
In addition to supporting GIS data collection, which includes information from the applied Political Economic Analysis (PEA) and Land Use Plans (LUPs), the Monitoring and Evaluation and GIS Officer will offer support on tools, frameworks, and data collection techniques. This includes the location of implementation activities, infrastructure, and environmental features.
Job Summary:
The Monitoring and Evaluation and GIS Officer will support GIS data collection, including the location of implementation activities, infrastructure, and environmental features, as well as data from the applied Political Economic Analysis (PEA) and Land Use Plans (LUPs), while working directly under the direction of the Monitoring & Evaluations and Collaboration, Learning, and Adapting Specialist. They will also offer assistance with tools, frameworks, and data collection methods.
Responsibilities
- Supports the creation, application, improvement, and standardization of the project’s MEL system; creates and operationalizes indicators, establishes goals, and tracks advancement; and makes sure they are well-informed by and contribute to program choices.
- Assists all project activities in gathering indicator data and identifying best practices and lessons learned in accordance with USAID’s requirements.
- Assists other team members and project counterparts in gathering, analyzing, and reporting performance indicators.
- Collaborate closely with grantees and partners to support data collection requirements and activities while assisting in the development of their data management and sharing capabilities.
- As needed, create the necessary reports and assist in reviewing and updating the project’s MEL plan and EMMP.
- Assist the Monitoring & Evaluation and Collaboration, Learning, and Adapting Specialist in creating progress reports on the state of project implementation on a monthly, quarterly, and annual basis.
- Supports MERLA capacity-building initiatives and collaborates closely with grantees and partners to meet necessary data collection obligations.
- Collaborates with technical staff to support data collecting, storage, and analysis technologies and to provide consistent, standardized, and disciplined guidance for data collection, management, and analysis.
- Look for data factors including habitat fragmentation, vegetative cover, and forest cover in satellite photography.
- Guarantees proper project data disaggregation in order to comprehend risks and advantages for activities according to demographics (e.g., gender, youth).
- Guarantees that all activities incorporate gender, youth, and social inclusion issues.
- Assures the research’s methodological quality.
- Additional tasks as delegated.
Qualifications
Minimum Required Education & Experience
- Either a bachelor’s degree and five years of experience, a master’s degree and three years of experience in designing and implementing M&E systems, detecting data gaps and sources of scientific data, or a comparable combination of academic and professional experience in a related discipline.
Skills & Abilities
- Familiarity with MEL reporting protocols, best practices, guidelines, techniques, and approaches.
- Experience enhancing the ability of private industry, CSOs, and scientific research institutes.
- Shown familiarity with metrics related to biodiversity and conservation, wildlife trafficking, climate change adaptation, and/or natural resource management.
- The capacity to explain and use CLA concepts.
- Proven ability to analyze data and visualize it utilizing a variety of tools, such as ArcGIS StoryMaps, Power BI, and Excel (Pivot Table and Charts).
- Familiarity with mobile data gathering technologies, such as ArcGIS and/or QGIS, Kobo Collect and Open Data Kit (ODK), and other statistical software and tools.
- Preferably, you have experience with MEL that assesses and encourages gender and social inclusion.
- Capacity to collaborate, respond, and operate efficiently with academic/research institutions, private sector and development partners, civil society organizations (CSOs), and government counterparts.
- Expertise gathering and evaluating data from various sources, such as NGOs, CSOs, and stakeholders, in order to support policy choices.
- Excellent interpersonal and communication abilities in English.
- The capacity to work and travel wherever in Tanzania.
- Preferential experience with USAID and foreign donors.
